Phil: I agree, but the current owner of modules.org hasn't been doing anything with it. Dr. Owen can give more details about it, as warranted. At one point, I had asked the owner about his willingness to give up the domain, but IIRC, Dr. Owen and the domain owner have been in contact, and that was the end of the discussion between the DO, and I.
