[Module::Build] Build requirements

Hi,

Modules can have dependencies (required for their everyday use) and
build requirements (required for building and testing the module
before installing it).

Would it be possible to have these build-required modules installed in
an alternative location so they do not clobber the production
environment?

Certainly.  We already have a distinction between 'requires' and  
'build_requires', so a meta-level tool like CPAN or CPANPLUS can  
choose where to make the 'build_requires' modules available.
