[Module::Build] Archive::Tar snapshots

A snapshot of the latest development version of Archive::Tar may
always be got from: http://p4.elixus.org/snap/Archive-Tar.tar.gz.
I believe this snapshot is now finally quite solid on Windows;
I tested it with M::B 0.21 and did not notice any spurious A::T
warning messages. If you notice any problems with this snapshot
during your M::B testing, please let me know.

Yeah, this tests clean with the current CVS on Windoze. This also seems 
to fix a few other problems I had run into in a script I wrote the other 
day.
