[Module::Build] version.pm support

Attached is a fully working patch for implementing version.pm object 
support within Module::Build.  NOTE: this requires bumping the minimum 
version of YAML to 0.50 or better (to get the object stringify support).

I haven't eliminated the compare_versions() sub, but I can if the 
attached patch is acceptable.  I will also try to move the prerequisites 
version range code into the Module::Build::version package.
