A test failure creeped in on Windows (not Cygwin) at t/install.t #19.

Any ideas what might of changed here?

There is also something going on at t/runthrough.t #20. I think I 
upgraded the Tar module recently, that may have something to do with it 
as it has always been troublesome on Windows.
