[Module::Build] make test failure report

This is Cygwin installed just 4 days ago (the latest).

Here is the command-line used:

 ~/.cpan/build/Module-Build-0.20 $ ./Build test 2> Build.err > Build.out

The output is quite large, so it is attached.
