[Module-build-general] create_makefile_pl option

If this is set, then the distdir action will make a Makefile.PL, but it
does it in the current directory, not the distdir.  That seems wrong.

Also, could it check to see if Makefile.PL was in the MANIFEST when it
does this and give a warning if its not?
