I can definitely see a module that would be used for installing Mason
components, or HTML docs, and so on.  When you start thinking of
Module::Build as an _app_ installer, I think you can start seeing the
potential for wanting to share various types of installation code.

For example, how about some interactive code that works with App::Info to
install mod_perl and Apache, or use an existing one?  Certainly that could
be useful for many applications.
