[Module-build-general] Cleaning up signature stuff

Hi all,

I've moved the Module::Signature-related tests to their own test file 
in CVS, t/signature.t .  Currently I'm not sure they're really working 
correctly, because I'm still without a working Module::Signature 
installation myself, and I may not get that figured out very soon.

Richard, I simplified your test code for faking out the various modules 
when checking the run order, you may want to make sure it's not broken 
now.
