[Module-build-general] Cygwin more like Unix than Windows?

Hey,

A user alerted me to the fact that in lib/Module/Build.pm, I have the 
Cygwin system acting like a variety of Windows rather than a variety of 
Unix.  He requested that it be changed, so I've done so in CVS.  Sounds 
good?  I'm no Windows dude.
