So, as a start, CPANRATINGS should emphasise on every page that bugs
should be reported using RT, and that CPANRATINGS is only for kudos.

A similar mechanism seems to be missing for CPANRATINGS.

But still, I'd prefer users to discuss things with the appropriate
module authors instead of behind our backs.
