#8 Channel redirections, services-side

Add channel redirection for channels.
If a user wants to enter channel "#help", but that channel is a redirection channel, the server parts the user from the old channel and joins it into the new redirection channel.

Ex.: User sends: JOIN #help
Server sends: PART #help
JOIN #support
