#3 Add a velocity actuator component

There is a position actuator and a acceleration
actuator but not for velocity.
When demonstrating the classical DC-motor example in
Modelica and then turn it into a DC-generator by
removing the step voltage source and put a step
velocity source in the other end. One could then use
the acceleration accutator instead with a ONE puls
block source. But there no puls source either.
