It seems that you are facing a security issue. My guess is that your OS is preventing ModbusPal from opening port 502. Please make sure that your firewall is configured to allow ModbusPal to listen on port 502 for incoming connections.

to us ports below 1000 you must run the app as root.
on a mac, I use terminal and command:
sudo java -jar ModbusPal.jar
