There are more and more CMS/php applications using phpass and the usefulness of mod-auth-mysql is still here.
In this case patches are also provided so why refusing these contributions ?

I was able to get something similar working fairly easily under CentOS.
It got me to wondering what's involved in building phpass support into mod_auth_mysql core?
Sorry, we will not be expanding mod_auth_mysql to support phpass. If you want to add it yourself, fine - but the module will not be supported.
