[mod-security-users] Disabling =?utf-8?b?bW9kX3NlYw==?= on single domain

Hello all there!

I would like to disable mod_security rules on a single domain where many domains 
are hosted on same server.

  Like this:

  <VirtualHost ...>
      SecFilterEngine Off
      SecAuditEngine Off
  </VirtualHost>

  <Location>, <Directory>, <File>, and even .htaccess files also work.
