Can I   make  "apachectl restart" and "apachectl -k graceful" for  apache
(2.0.53)  with mod_securtiy (1.8.7rc1)  without  full  copying  apache & perl
&php  files to chroot  tree ?    apachectl stop & star  actions works normally,
  but restart requires access to binary files   & conf...

   No, not that I know of.
