If your talking about drilling down into the hard drive directory for the browsers cache to get the HTML code for the manual, that is a very dirty and un-user friendly solution. How about just adding the function to the mod_security website download section, then everybody has access to it? All it takes is an additional link on the existing page. It's no brainer to add such a simple function. Surely your browser allows you to download the HTML files it displays? If not, simply download the ModSecurity distribution - it contains the documentation files in various formats. As for the attachments: they should be allowed but there's probably a length limit.
