I have a similar situation, but the weird part is that I was able to do it b4
with version 1.8.6. I have not changed my apache version and I am getting the
following:

gcc -DLINUX=22 -I/usr/include/gdbm -DMOD_SSL=208116 -DEAPI -O2 -march=i386
-mcpu=i686 -fpic -DSHARED_MODULE -I/usr/include/apache  -c mod_security.c
apxs:Break: Command failed with rc=16777215

I had the 1.8.6 module configured, but when I decided to upgrade it to the
latest stable version (1.9.2) that is what I got.

I've straced the process, but can't find anything that can point me to the right
direction. Here is the output of my strace :
