[mod-security-users] How to disable this?

Let I have "SecFilter /somedir".
With CGI-Telnet Version 1.0 user can perform the following:
1) cd /
2) ls /somedir - get's error
3) ls somedir - and get content of the somedir.

Is there any way to prevent this?
