[Mod-security-developers] [PATCH 4/6] build-sys: handle SUBDIRS in a more automake-conformant way

Instead of doing the conditionals within the ./configure script, do them on
Makefile.am, this way make dist will always recurse into the directories
even if they are disabled.

Drop the docs options since the docs/ directory does not even exists.
