ModSecurity 2.x is _much_ better. We've learned and done a lot since 1.9.x, which was more than 2 years ago. ModSecurity 1.x is not supported and it won't be updated. I am not sure what you mean by "unsecured", but there's nothing wrong with 1.9.5 that we know of.
