It is a different form of ping. The type of ping that Syndic8, ping-o-matic, and others catch has the meaning "item changed." The ping described in the document you reference has the meaning "calling and called item are related." There is no good single place to go to find info about the first type. I may write that if necessary. I'm not so sure they are so different - I believe there is a single, simple concept that describes both. The meanings are different, as you say, but the interaction & message format don't necessarily have to be very different.
