It works with both cygwin's perl and ActiveState Perl. The only difference is how much additional work is required after install. Also note that mod_pubsub should (read: has in the past) run via IIS (gack) as well as Apache on Windows. My memory isn't good enough for me to remember the exact list but I remember the frustration of going through this processes each time.
