[Mod-pubsub-developer] More progress

Hi guys, I have signed you up for the developer mailing list (except
Ben, whose Sourceforge username I still don't know).  You should have
received a welcome message already.

I've also released our code as a package.  Wasn't sure about naming
and packaging issues, so I did it in a way that's easy to change or
branch off later.

Finally, I also posted a news brief.  I think we are pretty much
totally in business now.  JP
