I think Vincent has some valid points. What's missing is not the dumb 
"conformant" javadoc, but the more explanatory background writing, and 
the package and class docs may be as a good a place to put them as 
anywhere. Of course, we're all short of time. The purpose of this kind 
of writing is different from the sort of doc that we love to hate.
