This directory contains all the html files for a webapp as well as WEB-INF and the files
that belong in WEB-INF.  The jars belong in libexclude or libinclude depending if you want
the jars packaged inside the war(libinclude) or you are using jars that don't belong in the
war(or are shared) such as servlet.jar.
