#4 shell: CD command

Two issues with CD command in shell:
1) Starting in /, "cd System" followed by "cd .." leaves
current directory = "". Should be "/".
2) It is possible to CD to a non-existent directory. No
error is given when the CD command is issued,
although any attempt to use files in the new incorrect
directory is failed.
