Change how we check if a announcer is running on the client (Not $IDLE and announcer process exists)

Works for the most part, basically need to change it so it waits for a bit before checking to see if there is an announcer process, otherwise it might not be started by the time it checks.

Can we sent a remote command, 'ps -e | grep "mobilecli"' and just check if result is not empty?
