#31 Planned expenses

Expenses could be planned in the future.
Planned expense is the expense with future creation date and marked as planned. When planned date comes then the system asks user what to do with expense: change it to real expense or abandon.
Planned expense should be marked when displayed to distinguish it from
other expenses.
