#28 XP themes do not work via msc file

Hi,

MMC library seems to have XP theme support when you
add a snapin via Add/Remove, but when you save your
snapin state to a msc file and reload the msc file in
another instance of MMC XP themes are not present.

This is odd behaviour, although a lot of things are odd
with MMC. Sorry I don't have any more information on
this bug - I guess loading via msc file has a different
application context or something like that and doesn't
load the manifest.
