#10 Field dominance incorrect at export

NTSC and PAL streams encoded in MPEG-2 are
decoded by MM2D with their video fields swapped
in each output frame.

To repeat:

Encode a full-sized NTSC or PAL video in MPEG-2,
and decode it to a DV stream in QuickTime. View
the stream on an external monitor. Notice the
really bizarre flickering on the monitor in the areas
of the scene where motion occurs.
