うーん、language のほうがよさそうですね。というか、language ですね。
指定するのは、/etc/libind.conf の [language] の部分ですよね。
iscii91.pdf によると、

なのに対し、

とありますが、/etc/libind.conf には、Hindi はあっても Devanagari は
ありませんし。(iscii でも libind でも、language と script の違いには
かなり気をつかってるっぽいので、それから外れていたら間違いですね)。
