It is theoretically impossible.

However, there are softwares which can configure their file I/O encoding
and console I/O encoding independently, such as emacs (text editor) and
lv (text viewer).  Now, you can set file I/O encoding as ISO-8859-1 (or
ISO-8859-15 or KOI8-R or EUC-JP or anything you like) and console I/O
encoding as UTF-8 for such softwares.
