In certain glibc + X11 combinations, this seems to be not enough. On my system (it is now glibc 2.2.5 + X11R6 4.2.0, but I forgot if it is so when I set up my Chinese environment), I had to create symlinks in /usr/X11R6/lib/X11/locale/ *in addition* to modifying locale.alias.
