With this photo: http://the.earth.li/~igloo/mlt_problem/bad_stripe_at_bottom.jpg

Running this command:
melt bad_stripe_at_bottom.jpg in=0 out=149 -profile atsc_1080p_25 -consumer avformat:bad_stripe_at_bottom.avi f=avi vcodec=huffyuv

I get a bad stripe at the bottom of the resulting video; screenshot here:

Running with -verbose displays the avcodec error "encoded frame too large."
It works with -profile atsc_720p_25 or vcodec=ffvhuff, but ffvhuff is not compatible with a general huffyuv decoder. Surprisingly, though, using ffmpeg -i foo -s 1920x1080 -vcodec huffyuv works.

One possible explanation for why ffmpeg works is that it supplies the huffyuv encoder a yuv420p image whereas MLT supplies yuv422, which is larger byte size.

This no longer reproduces. Not sure when it was fixed.
