#23 GCR formatting (400k/800k) fails

Due to something wrong with the track cache setup code
(probably too short a track), formatting fails for GCR formats.
(Formatting works correctly for MFM disks, i.e. 720k and 1440k,
so the format code itself is working correctly.)
