MKINSTALLP.ksh aka buildaix

AIX has a tool that simplifies making an installp fileset. However, using the tool requires a certain amount of study and examples to get it to work efficiently.
Motivated by my progress in creating a buildaix script for the Apache httpd project I am starting this project to assist others in packaging their projects and/or ports to the installp format.
