I was just testing your Encrypt-To patch from the
latest CVS version, and it works great.
There's a minor bug, however.
According to the Reliable user manual:

Encrypt-To: remailer1@somewhere.com

Instructs Reliable to RePGP the message to the
indicated remailer
(sends the message to the remailer encrypted with the
remailer's
public key). The indicated address must be a simple
remailer address
(no name or other text), or a remailer name with no
address, and must
be included in Reliable's list of supported RePGP
remailers (Reliable
must have the PGP key for the remailer).

It doesn't seem that this patch will support just
the remailer name. The remailer address works fine
as far as I can tell.

both t1_encrypt() and mix_encrypt() need to support it.
    (don't know the current status)
