#3 mod_frontpage doesn't allow unique users in subwebs

To duplicate:

1) Open a root web in Frontpage hosted on a server
using the mod_frontpage reimplementation.

2) Create a new folder and then convert it to a sub-web.

3) open the sub-web so that you can add/modify files
inside it (it will open a new frontpage window).

4) In the SUBWEB window click "Tools" >> "Security"

5) Select "use unique permissions for this subweb" (do
not inherit).

.....

From here you SHOULD be able to add new FRONTPAGE
users with whatever permissions are available (Admin,
Author, Browse).

Using the software from Ready-to-run this works (on
RedHat 7.2 and Apache 1.3.9), but when I used the
ADVX.org software it won't let me.

I'm using Mandrake 9 with the latest version of advx
packages (and mod_frontpage) and MS Frontpage 2000.
