#1756 Jabber does not send to resource with highest priority

What steps will reproduce the problem?
1. Find a chat partner with two logged in jabber resources with different priorities
2. Open XML console
3. Send a message

Message is sent to one resource directly (which is not necessarily the resource with the highest priority).

In v0.10.21.0 (previous version) the first message of a session was not sent to a specific resource, but to the generic jabber ID.

What is the expected result?
First message should be sent to all resources OR to resource with highest priority.

What happens instead?
First message might be sent to a resource with a lower priority.

In the attached example: User has two resources (P... with priority 1 and G... with priority 6). First message is sent to resource P...
