#1 missing POD manpages for mipeXtoY.pl

Dear Jan,

MIPE has been packaged on Debian and to best adhere to the Debian Policy, we provided manpages to the programs that did not have them in your original sources. These programs are mipe06to07, mipe08to09 and mipe0_9to1_0. We did this through a patch that you can find in our Subversion repository:

Do not hesitate to adopt and/or improve it !
