#145 Lockfile Utility not found

While trying to build a third-party library, the build scripts hit the following error: "lockfile: command not found"

I found this command in "/usr/bin/lockfile" linux console, but not is found in "/mingw/bin" when using the "which lockfile" command.

    And, just for fun, I can learn the same on a sudo and apt-get enabled Linux box, without any internet search:

    $ lockfile --version
    The program 'lockfile' is currently not installed. You can install it by typing:
    sudo apt-get install procmail

    To further qualify what Earnie has already said: we don't provide procmail, and there really isn't any justification for us to add it to our portfolio. We aim to support build systems which conform to GNU Coding Standards; lockfile is *not* a GCS mandated prerequisite, so any build system which requires it cannot be GCS conforming; therefore it wouldn't fall within our remit, to support it.
