Go to http://www.mingw.org. Click on the "Download" link on the left
sidebar. Read the explanation about "Downloading MinGW" (this is not
strictly required, but it's always useful to know something about how
things are made). A bit below there is a pragraph titled "Lates
releases". You need the MinGW package listed there. If that mysql
library doesn't comes with binaries compiled for MinGW, you'll
possibly need the MSYS package as well. Learn what MSYS is clicking on
the appropriate link on the left sidebar.
If you have problems making mysql work with MinGW, ask on the mysql
mailing lists first, unless you have strong suspicion that the problem
is MinGW-specific and not mysql-specific.
