I had this same problem, just a couple of days ago.
In any case, I had some *.y files that seemed to need bison 1.875b or
later, (with emphasis on the 'b'). I grabbed the latest bison binary
and installed it into my MinGW path,
over the top of bison-1.875.0-2003.02.10-1.exe, (in my case, I changed
the default install path in the bison installer to D:\mingw).
Although the GnuWin32 Bison version is reported as only 1.35-4, it
worked great for me.
