When you restart, that service will start again. It sounds like it is set to
"automatic," meaning it starts up every time Windows boots. If you set it to
"manual" in the services manager you can prevent it from starting, and you can
start and stop it there too.
By the way, unless your registry is messed up, control panel and the "net" command
get their list of services from the same place. If it works in one place it
will work in the other.
