I just found out (and verified) that if I stop the "Windows Firewall/Internet
Connection Sharing (ICS)" service, I can send UDP packets with a "spoofed" header.
The command is:
net stop SharedAccess
Just type that line in a cmd window. I assume that this service can also be
stopped through the ControlPannel->Services interface, but I haven't verified
