I think I'm going to have to look into watt-32 anyway. Windows XP SP2 has disabled
sending raw UDP packets where the from addr doesn't match the host it's being
sent from. It just discards the packet when it violates this rule. I've tested
it and it is indeed the case. This feature was fundamental to my UDP forwarding
program. Good grief.
