If this problem only occurs in "big" programs then it is probably an
issue with the way your program is built, which you could solve by
gradually making changes to the "big" program (or the command line)
until you find which part stops it from working. One guess might be that
you are explicitly specifying "-Lc:/mingw/lib" on the command line,
which (I seem to recall telling you before) is never necessary. If your
DX9 libs are in e:/development/libs, the linker won't find them but will
use the Mingw libs instead, because of the order of the -L options.
