IMO, you have two chances:
a) Modify the "gcc" driver program to call your tool first.
b) Write a wrapper (shell script ?) to be called as "gcc"
that calls your tool and feeds the output to the original gcc.
Ensure your tool gets called either by precedence in the PATH
or by renaming the original "gcc" to something like "true_gcc".
I would prefer mail that only contains plain text, no HTML.
